Aging & Disability Resource Network
Solutions for Care is a state-designated Aging & Disability Resource Network (ADRN) site that provides up-to-date information and quality referrals to individuals with disabilities ages 18-59 and to older adults and their family members. ADRN also offers the Senior Health Assistance Program (SHAP) which connects our clients with state and federal programs.
ADRN conducts services at our main office in North Riverside Mondays-Fridays. The agency also hosts enrollment events at alternate locations throughout the year.
Solutions take the confusion out of applying for those benefits and services you need. In fact, you may be eligible for more benefits than you think. Speak to our experienced Benefit Access Counselors to determine the criteria for participation in each of the following programs. Print out a list of documents you will need here to bring to your appointment so that you can apply to the various programs.

Income-eligible persons may benefit from:
- Seniors Ride Free Transit Benefit
- Persons with Disability Ride Free Transit Benefit
- Secretary of State License Plate Discount
Medical & Nutrition State Assistance Programs
Medical & Nutrition Programs administered by the Illinois Department of Human Services. The Illinois Department of Human Services programs are designed to provide Illinois residents access to quality health care and supplemental food assistance.
- Medicaid – Provides health coverage to those who qualify
- Medicare Savings Programs (QMB, SLMB, SLIB, QI) – Helps with Medicare Part A and B monthly premiums, deductibles, and co-pays.
- SNAP – The Supplemental Nutrition Assistance Program (formerly Food Stamps) helps income-eligible people buy the food they need.
Senior Health Insurance Program (SHIP) is a free statewide health insurance counseling service for Medicare beneficiaries and their caregivers. Education on your choices for Medicare Parts A and B, Medicare Supplements, Medicare Advantage plans, and much more.
Extra Help (Low-Income Subsidy Program) is Administered by the SSA office. This program is designed to help income-eligible Medicare Beneficiaries lower their out-of-pocket cost prescription drug cost. This application can be completed anytime throughout the year.
Important Dates to Remember:
- Medicare Open Enrollment starts October 15th and ends December 7th. This is the one time of year when all people with Medicare can make changes to their current prescription drug plan. Contact us to help you navigate through your options.

CEDA Energy Assistance Programs
The Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program (LIHEAP) helps seniors stay safe and healthy through initiatives that assist families with energy costs.
Direct Vendor Payment (DVP): One-time payment on qualifying utility bills.
Percentage of Income Payment Plan (PIPP): provides a monthly benefit payment to the utilities based on household utility budget billing and customers are required to pay a reduced amount on their utility bills each month to get the benefit payments. *This program is closed for new applications; we can only assist clients who are currently enrolled.
Reconnection Assistance (RA): is used to prevent or reconnect disconnected households
Cash assistance (CA): one-time payment for people whose utilities are included in their rent.
Furnace Repair Program: Furnace Assistance is designed to restore the home’s heating system back to a safe and effective operation. Assistance is only available to approved households that have or are eligible to receive a LIHEAP benefit and whose heating systems are not operational or have been red-tagged by their utility company. The services are free of charge for income-qualifying homeowners that reside within the property. Renters are not eligible to apply. Households are eligible to apply for Furnace assistance during their priority period.
Weatherization Program: This program helps clients save energy, as well as keep their homes warmer in the winter and cooler in the summer. Services you may receive with this program are:
- Air Sealing to stop drafts
- Insulation for attics, walls, basements, and crawl spaces
- Repair or Replacement of heating systems
- Enhanced indoor air quality and ventilation
